Scope and Objectives
The primary aim of the new facility is complete democratisation of the plan monitoring mechanism. In the second phase of development, it would give easy online access to all interested citizens in the state to the continuously updated database on plan implementation with respect to every individual plan project. For development administrators and planners in addition to project level information the new system would generate customized reports at different levels of aggregation such as departments, sectors, districts, and the state plan taken as a whole. It would give information not only on financial but also on physical targets and achievements.
Plan space Kerala is a tool for reporting data on plan implementation as much as it is a source of such data. The objective of continuous updating of the database is achieved by giving all implementation agencies online access to the system for entering and updating information on its implementation. It also has a fail-safe inbuilt mechanism for ensuring data quality. The online access and data updation is through an effective authentication and validation process.
The inter-phase between the treasury expenditure data with this system will make it in a sense a real time information system.
System Architecture
The architecture of the new plan review mechanism was evolved through an exercise in learning by doing. The basic design parameters of the new system are drawn from the experience of the pilot project on plan monitoring undertaken by the State Planning Board. This web based information system has architectured, developed and implemented by Indian Institute of Information Technology and Management- Kerala. The system has been developed by using the state-of the art open source technology systems and tools.
